Nice pic. Well, from its appearance, the crozier most probably dates from the 18th century, and the coat of arms in its lower part does look like an example of either Hungarian or Polish heraldry to me. So, whoever had this made was very likely a bishop or abbot from one of the great families of either the Kingdom of Hungary or the old Kingdom of Poland. These families, however, also used to have scions in neighbouring regions, like Austria, Silesia, Prussia ... Sometimes, pieces like this are still in use, not, however, in daily use.
